Keith Stanley has worked in the field of affordable housing since the year 2000. He originally started as a manager at Novogradac & Company LLP in San Francisco where he specialized in providing consulting services for affordable housing developments and was also responsible for tax engagements, attest engagements and litigation support. In 2007 he created Horizon Development Consulting, LLC to develop affordable housing properties and provide financial/development consulting to other affordable housing developers. He has comprehensive experience with many affordable housing programs, including 9% and 4% low-income housing tax credits, tax-exempt bonds, HUD loans, HUD rental assistance, HCD loans and various soft funding programs. Services provided have included preparation of funding applications (tax credit applications, tax-exempt bond applications, HCD applications, local soft funding applications, etc.), preparation of financial models, feasibility analysis, assisting with selection of investors/lenders, due diligence work, working with local agencies to obtain soft funding, reviewing tenant files for property compliance purposes, review of partnership agreements and related structuring, and other miscellaneous services.

Keith’s primary focus currently is in-house development and ownership of affordable housing properties. He received his B.A. degree from the University of California at Santa Barbara with honors with a double major in Business Economics with an emphasis in Accounting and Political Science. He has been licensed as a CPA in California in the past (license is currently inactive and not currently providing public accounting services). He has also previously obtained Securities (NASD) Series 7 & 63 licenses along with a life/health insurance license in California (these licenses are also not currently active/in place).
